Update PI control configuration to use ACCESS OASIS3-mct

ACCESS-ESM1.6 release is being updated to use an ACCESS-NRI version of OASIS3-mct.

This needs to be incorporated, and tested for bitwise reproducibility. as it should not be an answer changing modification.
