Pftlookup file with fix for phosphorous leaching

Tilo has a pftlookup file containing the correction for the phosphorous leaching bug in/g/data/p66/txz599/data/ancil/casa_cnp/pftlookup_cable3_OctB_test.csv. I've copied this to /g/data/vk83/prerelease/configurations/inputs/access-esm1p6/share/atmosphere/land/biogeochemistry/resolution_independent/2026.02.10/pftlookup_cable3_OctB_test.csv, and now just need to add it to the development configurations.

I think the file could have a less cryptic name, something abut Pfix?

I've changed the file name to pftlookup_cable3_Pfix.csv and updated PR #440 with the change
