Per this comment on the COSIMA/access-om3 repository, we could have a licence file which says:

• Each submodule has its own license file (or should), and refer to each component for its license
• Files (aka the CMake and patch files) in this repo are licensed by Apache 2.0

I think that sounds fine in the first instance.We can collate that information into a single location at a later date if necessary.
