General solution:

Like in geoportal HH provide separate pulldown for legend which shoes all symbols of the currently selected layers
Symbols, ... for one layer should show in separat section for each layer
-> see geoportal HH

Exceptions: for focus layers as now show legend in map as well (to be decided when these layers are being inplemented)
