Allow specifying clear token #3
Description
In some cases, you might already have a compromised developer PAT with the ability to clear caches, but the workflow you are running in does not have actions: write permission.
Cacheract should support setting a PAT within the src/config.ts file for clearing Cache entries instead of the job's GITHUB_TOKEN.
