Revise based on Program Member Custom Fields update in latest October '22 release

Issue in ./help/marketo/product-docs/core-marketo-concepts/programs/working-with-programs/program-member-custom-fields.md

Page should be revised based on the Program Member Custom Fields update in the latest October '22 release as it states Program Member Custom Fields can sync now. I believe the Note in blue near top of page should be removed and the rest of the page reviewed as well.
