Add instruction for Enable Printer and File Sharing W10+

General idea

A couple times I have rebuild my system I have had a recurring issue of not being able to ping my device, WOL works fine but the status checks always fail, further investigation found that the device can't be pinged on Windows 10 if Printer and File Sharing in network settings is not enabled.

Setting lives in: Control Panel\Network and Internet\Network and Sharing Center\Advanced sharing settings
File and Printer Sharing

Use case

Requesting to have this mentioned in the configuration/installation notes.

Notes

I may have missed this if it is already present but searching to solve my issue I was only able to find the resolution on a reply to an old threadv by one commenter.

I think this would be a great addition to a definitive user guide, for which there's an issue here: #148. I've linked to this issue and added a comment so that we don't miss it.
