Is there a syntax to use "include" for each module, like clock, hyprland/workspaces, network etc?

Is there a syntax for the include line and for the included file content. The intention is to keep different modules in different files to be included in the "layout" file where it could be different for different themes. Some themes would include, for example, the battery modules others not.

If your read up on the wiki on the clock module, you can see that this kind of function has not been built into waybar. So no.

smooth-scrolling-threshold	double		Threshold to be used when scrolling.
tooltip	bool	true	Option to enable tooltip on hover
tooltip-format	string	same as format	Tooltip on hover. Can also show a list of clocks in other timezones. See below the example using the property tz_list.

If by this you meant using include in the modules part, I cannot really help as I do not plan to read how waybar is structured in the source code.
Although, I do not really know what the usecase would be.

As mentioned in Wiki, the modules-left (and others) is an array.

JSON array is composed like this:

"array": [
    "element1",
    "element2"
]

JSON array cannot include modules

a module

"module": {
        ... 
} 

The only way to achieve the thing you want is to rewrite the code for modules-left (and others) from array to a module.

So that this works

        "path/to/file"
    ]
}
