Github resolver automatic fixing of CI and merge conflicts

When the github resolver finishes work and pushes to github, often CI does not pass.
We should have a mechanism to either encourage or force the agent to check CI failures and fix them.

I don't know what the equivalent is for GitHub Actions, but in the GitLab universe https://github.com/firecow/gitlab-ci-local is quite handy
