shparam.py:get_shcoeffs() does not use compute_lcc parameter

## Description
Despite including documentation about the `compute_lcc` parameter, it is not used in the `get_shcoeffs()` function in `shparam.py`. The function does not do any connected component adjustments. 


## Expected Behavior
Do connected component adjustments if `compute_lcc` is `True`.
