allow admins to delete projects

We already allow an admin to edit projects they are not part of so I can make non-member projects private for now.

I suggest we add the ability for an admin to delete them as well. So right now as admin we show the edit/key links,. I think I'll change that (for projects admin is not a part of) to an admin menu at the same position with edit/delete/keys so that its more obvious that its an admin not an owner action. The delete will be normal, non-permanent, delete
