feat: allow user to select vyper version in api

requires: ApeWorX/ape#1704 and ApeWorX/ape-vyper#98

when the settings are loaded from the config that is good
we can default to newest version and we can pin >= the requirements.txt for the new version of ape-vyper once this PR is released to pypy
what we also need to do in this repo is modify the settings to use whatever compiler is selected in the dropdown, and then assert that the compiler version that has been used is the correct one from the dropdown using this feature which is currently requested
