Cannot boot from a usb c drive on an M2 MBP #23

u-boot says:

scanning bus usb@... for devices... 1 usb devices found
scanning bus usb@... for devices... cannot reset port 1!?
scanning bus usb@... for devices... 1 usb devices found
scanning usb for storage devices... 0 storage devices found

I've tried plugging my samsung usb c flash drive into a different usb c port with no luck.

After a few more tries I ran into this:

scanning bus usb@... for devices.. Device not responding to set address.
USB device not accepting new address (error=800....)

Update: It seems to detect a usb A drive via a usb a -> usb c adapter but not a usb c drive directly connected to the macbook.
