To resolve, pull the latest upstream examples and update our fixtures, or document the intentional divergence in MsAgentOsYamlConformanceTest.

The weekly run that opened this issue failed because upstream removed docs/tutorials/policy-as-code/examples (legacy dialect). Atmosphere already migrated the conformance workflow to ACS fixtures under modules/ai/src/test/resources/ms-acs/, and later runs of ms-yaml-conformance.yml are green; those fixture files currently match microsoft/agent-governance-toolkit byte-for-byte.

This issue looks safe to close unless maintainers still want a follow-up for the frozen ms-agent-os/ copies.
