bundleVersions object doesn't match template versions in bundle feed #1434

In the bundle feed, the bundleVersions object has the property 3.21.1.

However, the newest template version in the templates.v1 object for 3.x.x is currently 3.21.0.

We use the bundle feed to verify what is currently latest template version. This is breaking getting the latest template from the feed for the v3 runtime of functions.
