Azure IoT Hub service SDK migration

Hi all,

Just a heads up that we are transitioning the IoT hub service SDK package over to a new repo as it will be maintained by a separate team moving forward. Microsoft is still committed to supporting this package just like any package in this repo; it just has a new home. As such, any contributions/discussions/issues/release notes will live in that repo moving forward.

In the near future, we also will move the DPS service SDK to a separate repo, but that process is just getting started and may take a few months to be ready. In the meantime, feel free to continue contributing/discussing/filing issues on that package in this repo.
