ci: reduce scheduled test frequency and clarify workflow names (#639)

- integration tests: every 3h -> every 3 days
- canary: keep daily (fix stray cron whitespace)
- stale bot: rename defaultLabels.yml -> stale-issues.yml; every 3h -> weekly;
  drop unused idle-labelling; extend needs-author-feedback close 20 -> 60 days
- prefix workflow display names with Scheduled:/PR: for clarity
