The BFO Definition of 'Actuation' is "A planned process in which an agent realizes a procedure in order to intentionally change the state of some actuatable property."
I'm not sure that "the state" should be part of this definition, for two reasons:
(1) It should suffice to say that actuation occurs when an agent engages in a planned process that realizes a procedure in order to intentionally change some actuatable property.
(2) There doesn't seem to be an ontological definition of 'state' either defined in this project or derived from BFO, and without such a definition, I worry that talk of states of properties is at best, confusing, and at worst, potentially constitutive of some kind of category error.
