Make the dropdown list in collprofiles more efficient, like that in datasetmanager

In /collections/datasets/datasetmanager.php

You add permissions by starting to type a last name, and then you are given options about who you can select.

This is much more efficient than the current way to select users from a dropdown menu in /collections/misc/collpermissions.php, which requires you to see the ENTIRE dropdown list, sometimes freezing peoples' browsers
