Rock Cutter not working on ores

Expected Behavior

Cutting out ores with silk touch.

Actual Behavior

When using trying to mine ores it was if I was using my hand.
It works as it should with stone and grass blocks.
Buzzsaw was filled with biofuel.

Steps to reproduce

1. Created a new profile with the CurseForge app, NeoForge as the loader and 1.20.1 as game version.
2. Started MC via CurseForge app and created new world
3. Got Biodiesel, buzzsaw, and rock cutter
4. Tried on all ores, stone, dirt and got said result.

For me the rock-cutter does not work as inteded at all, not even for stone (or packed ice for that matter)
