No default network scanner to use when configuring RPM host address

On the previous version, this was not the case. Upon configuring a newModule, go to "lane options config" -> new -> click manifying glass next to "remote host".
error: No network scanner available for IP address lookup.

The scanner is used for local network IP lookup. Manually putting in the address will still work normally. By default, there is no IP scanner on the node, but one could be added if we see a need for it in the future.
