Process OpenStack Invoicing for 2026 August

Motivation

Create CSVs for OpenStack and Storage to be added to the OpenShift Invoice data at a later step.

Completion Criteria

1 CSV created with the OpenStack Invoice data and one with the Storage Invoice data.

Description

• Confirm Outages table excludes:
  • done through PR now
• process DBs
• Provide CSVs to @QuanMPhm scripts to clean it up
