Make the Vital Signs section collapsible, and collapsed by default

Why it needs to be done

UAT request! eCRs can have lots of Vital Signs -- can make it hard to scroll through the eCR.

• Make Vital Signs collapsible, and collapsed by default
• Add any relevant tests
• Add Chinelo for design review

Vital signs isn't a sub section, it lives under Clinical Info I think. This still needs to be worked on
