what's the difference between cyclic_offer_delay and repetitions_base_delay

Hi, I am looking into configurations parameters of service discovery. I came across cyclic_offer_delay and repetitions_base_delay.
As per documentation:
repetitions_base_delay - Base delay sending offer messages within the repetition phase.
cyclic_offer_delay - Cycle of the OfferService messages in the main phase.

I see same behavior when I set one of these parameters. We can either use repetitions_base_delay or cyclic_offer_delay . I was wondering why there are two configuration parameters for same behavior.

what's the difference between cyclic_offer_delay and repetitions_base_delay? Did I miss anything?
