Add filter to list blocked videos for admin/moderators

Describe the current behavior

When reviewing the videos of a user, as PeerTube admin, the blocked / moderated videos of this user are not listed.

Steps to reproduce

1. A moderated user uploads a video. Video is blocked as intended.
2. Admin gets mail, link to blocked video works
3. Admin ignores direct video link, and also ignores the possibility with /admin/moderation/video-blocks/list to see all blocked videos.
4. Instead the admin goes to the affected user account and switches there to the videos of this user. Regardless of filter settings the blocked videos of this user are not shown there.

Describe the expected behavior

All videos of the user, also blocked ones, should be listed.
