Rename Longwave_from_obs to Longwave_Marty_lapse

This module applies the Marty et al. 2002 lapse rate of 2.8 W/m^2 / 100 meters to longwave from obs forcing. Longwave_from_obs is NOT descriptive of this adjustment and can be mis-leading to users (even to those who wrote Longwave_from_obs...)

Suggest Longwave_Marty_lapse instead.
