Set a max height on the factor containers

For some requests these are long enough to be cumbersome.

For example:

monthly_travel_times.csv

I think I'd prefer to scroll within the divs rather than the whole side panel scrolling. One wrinkle: is there a way to focus on a newly active factor if it had been scrolled out of view?
