Deduplicate aggregation code between this app and Data Ops pipeline

There is a parallel travel time aggregation process being developed over in CityofToronto/bdit_data-sources#1165

Ideally we can DRY out our separate codebases and rely on a single source-of-truth aggregation function for both.
