Validation required at checkpoint selection while adding issue

Describe the bug
Even though checkpoint is not selected issue can be submitted.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'Add Issue in project section view/project/project-name'
2. Click on 'Add Issue'
3. Don't select checkpoint
4. Add Issue
5. See error as checkpoint without name

Expected behavior
checkpoint should be displayed after submission of issue
