When the joycons have been just paired they can be connected and disconnected at any time, without having to pair back.

After a system reboot only one of the joycons will connect automatically and start spamming player lights, based on what joycon is detected first. To restore functionality they need to be both forgotten and paired back, where they will work properly and will be able to connect automatically when disconnected during the current session.
