Manifest first approach versus manifest later approach

One difference that still exists between interface-1 (CMAF) and DASH/HLS based ingest is that in CMAF ingest the manifest is send before any media/init segments. An open issue is to consider how this difference can be made easier to overcome in practice, one way would be to have a definition for a server based manifest for this.
