A general card pool builder is needed to make full use of the experimental-but-in-use custom allowed card pool feature.

This is probably an app or CLI external to Emcee proper that figures out the result of a card pool based on release dates and an LFList. Means some new or external API is required to retrieve this type of card information in the first place.
