We should make sure that the outlet falls under the right basin (see Danube example in parent issue). The current method does not really follow flow directions. The area derivation helps somewhat to constrain this but it might be possible to use the watershed area (Wshd_area) ie upstream area column of the waterbody database if they have it for better snapping. This type of snapping is already used for gauges: PR #172, but the feasibility of this still needs to be determined.
