Allow changing schemas without changing the config file #293

We could do this by uploading schema files to a specific folder in Girder. The folder would be specified in the plugin settings page. Schemas could be enabled/disabled by moving them between the schema folder and a "disabled" folder. If there are multiple schemas, then if a manifest file matches any schema it would be valid.
