My apologies, I'm the owner of the django-admin-row-actions project on PyPI, and I haven't been as responsive as I should have been about this.
I have just uploaded version 0.0.5 to PyPI, so you should be able to install it with pip.
I'm happy to have uploaded this version.
@andybak: Can you confirm that the "andybak" user on PyPI is you? If so, I will modify you to be an/the owner of the PyPI project. Since you are the owner of the repository, this makes the most sense to me. I'll be adding @fruitschen as a maintainer on PyPI as soon as I get his username in #18.

I have also created the first release on GitHub, which automatically creates a tag for the version.
