Dynamic parameter rotation / translation

I need to parse information about dynamic parameters regarding rotations and translations of blocks.

Describe the solution you'd like
I'd like to fetch all dynamic parameters (similar to block visibilities #948 )
I guess this should be quite similar but without 'State' but a single value and a reference to the block to be rotated/translated.

Hi @cpetry,

For this the best way to go is check the ASCII dxf and see what's in it.

I'll open a branch and take a look.
