[bug] Small end islands do not generate with trees

Structure generation order causes the small end islands to generate after dynamic trees has already attempted tree generation.

Possible solutions:
Disable end island features and re-add them with the tree features included
Force a second attempt at tree generation after islands are generated
Modify end island structures to generate before vegetation
