Consider swapping to "new" Galnet feeds

We're using older links for the Galnet monitor (https://community.elitedangerous.com/galnet-rss I think)

What I'd like to happen

Be prepared to swap to newer feeds if the old feeds are no longer available.

Some languages have never worked well with the old site and links, e.g. Spanish. Ref. #2480.

Best path forward appears to be to use the json API as the primary source and the old link (e.g. https://community.elitedangerous.com/en/galnet-rss) as an alternate / fallback (or else drop the more limited alternate URL altogether).
The json API uses the same uuid we see in the current primary source.
elitedangerous.com/en-GB/rss/galnet.xml does not have a similar uuid.
The current alternate source at https://elitedangerous-website-backend-production.elitedangerous.com/galnet.rss has been dead for some time.
