I have the changes for cam but there will be chanegs in other components, but I am waiting to hear back from the other WGs for those.

Please add these GW tuning parameters to the PR ... as defaults for all configurations

All of the namelist changes will be applied to cam7 runs and no others.

Note that the aerosol files came in in cam6_4_156, so nothing will be changed on them
