Update the fire-emissions namelist for our testing to correspond with the settings for coupled cases

We need to update the fire-emissions namelist for our testing, and for users to use. We want it to correspond to the settings that will be used in coupled cases with interactive fire-emissions.

It looks like the MEGAN, drydep and fire-emissions namelists all need to be coordinated. So we will need to update the fire-emissions namelist to be consistent here. But, it's not completely clear what it should become.
