Frozen FATES release tag to be used for CESM3.0 release #3104
Description
We need a frozen FATES release tag that will be used for the CESM3.0 release. This tag will be used to calibrate FATES-SP by @adrifoster and will be used for both the FATES-SP and FATES-NOCOMP simulations of 1850 spinup and historical at f19 for the ctsm6.0.0 release. This will be a regular FATES tag that will hopefully just be frozen until ctsm6.0.0.
There is a possibility that small changes will be needed to this release tag after it's created. If so those changes will go onto a branch and branch tags made along the branch. But, we'll only do that if absolutely needed.
Default namelist settings and the FATES parameter file can be changed in CTSM after the frozen FATES release tag is done.
