CAM FXHIST tests that fail #3270

Brief summary of bug
In ctsm5.3.059 these two tests fail:
ERS_Ld3.f19_f19_mg17.FXHIST.derecho_intel.cam-waccmx_weimer (SETUP)
SMS_D_Ln9.f19_f19_mg17.FXHIST.derecho_intel.cam-outfrq9s_amie (SETUP)
I think the issue has to do with the RUN_STARTDATES that are choosen.
We have some testmods for waccmx type testing that probably need to be updated
