Update cime to cim6.1.146; ERI diffs expected

Just a heads-up that this CIME PR, which will probably be merged soon, will lead to baseline comparison failures for ERI tests when you update to a cime version that includes this change, since it changes behavior of ERI tests to add 4 years instead of 2 when doing the hybrid run.

Thanks for opening this, @samsrabin . The relevant CIME PR was just merged. The behavior, in case you dig into it, is that it won't be able to find files for comparison, because years on the files will differ between the baseline and new run.
