github action cache warning

I am getting the following warning from the github actions.
It seems to be associated with https://github.com/ESMCI/cime/blob/master/.github/workflows/testing.yml#L135

But I don't see how cache is used there so I'm not really sure.

Run source /opt/conda/etc/profile.d/conda.sh
WARNING: The directory '/github/home/.cache/pip' or its parent directory is not owned or is not writable by the current user. The cache has been disabled. Check the permissions and owner of that directory. If executing pip with sudo, you should use sudo's -H flag.

Transaction

Prefix: /opt/conda/envs/cesm

Updating specs:

• python=3.12

This will not be a problem once #4889 is merged (moving away from conda).
