Anonymous activities should be able to start from the LMS admin panel

This is a hybrid Empirical-Core / Quill-Writer bug.

Steps:

• Login to LMS as an admin.
• Go to activities editor.
• Choose Quill Writer.
• See a list of activities for Quill Writer.
• Click on the name of an activity.
• Verify that this loads the home page of Quill Writer in the iframe, instead of starting the activity.

This bug happens because the LMS builds a URL for the iframe that contains 'anonymous=true' as a query parameter, but Quill-Writer does not understand this parameter as a means of starting the activity.
