Disabling "Open Cascade on Reload" is not persisted.

I don't use cascade and do not need it to open every time I open surf. The option to disable it seems to not stay disabled. Im guessing this is somehow intentional even thought I don't think it will force anyone into actually using cascade if they do not find it useful for their workflow.
