[$250] Show Create Report CTA for users without a workspace

What the problem is:
Users without a workspace don't see the Create report CTA, even though we commonly expose workspace-gated features with an upgrade/create-workspace prompt.

What the expected output is:
Show the Create report button for users even when they don't yet have a workspace, and when clicked, prompt them via the standard upgrade modal flow (and then proceed to workspace creation as applicable).

Debugging info:

• Affects: users with no workspace vs users with a workspace (UI differs).
• Expected interaction pattern referenced: show CTA → display the existing "upgrade modal" used in other flows that prompt workspace creation to access the feature.

Potential solutions or implementation notes (if applicable):

• Implement: display Create report CTA for no-workspace users.
• On click: open the standard upgrade modal first (consistent with other gated feature flows), then route into create-workspace flow (e.g., RHP) with report-specific copy if needed.
