[Editor] Cannot switch back to scene view if prefab tab is open

Describe the bug

When first launching the editor, if a scene has opened on startup, then I cannot switch back to it in the editor from a prefab instance tab. (See video below)

This is resolved by closing and opening the scene window again.

To Reproduce

Open editor with a scene instance open

Expected behavior

To be able to switch back to the scene window

I think this is resolved in staging already. Something about lastselected.
