Add support for "sphinx"?

Is your feature request related to a problem? Please describe.

https://www.sphinx-doc.org/ is a very popular documentation platform in Python ecosystem.
It has standardized configuration file in which copyright statement could be placed:

https://www.sphinx-doc.org/en/master/usage/configuration.html#confval-copyright

and it already does support specification of "current year" as %Y, so in principle it could be automagically inserted while building documentation.

BUT if you would like and implement solution for

• Support 'consider_paths' or alike to trigger update ONLY if changes to those paths happened this year #626

then I would prefer to have sphinx config being supported too and manage it by this action as well
