Support ceph and OVN service configuration alignment when adding a server to an existing cluster

When an additional server is added to an existing cluster, the service configuration for ceph and OVN need to be aligned.

For ceph, the configuration can be copied from an existing server of the cluster.

For OVN, the configuration can be copied from an existing server of the cluster. For the tunnel_address, the IP of the network interface with the cluster role needs to be used.
